Yes, maybe I should change that line to "erosion of institutional confidence." That is, there has always been mistrust of government. You're a bad American, IMO, if you don't. What Pres Clinton did was show a lack of respect of the trappings; belittled the symbols. Sure, people didn't like Tricky Dick, but they still respected the office. Pres Clinton, allegedly, conducted shenanigans in the Oval Office that just shouldn't have been done. That creates an institution erosion. Think, burning the flag (which I'm for).
