I love this idea, however it does have an obvious downside which is
rural schools and/or underpriviledged kids that can't easily move
schools.  That is, they could get stuck in a crappy school until it
died.  *Hopefully* the market would take care of that or we could come
up with another solution.

Milwaukee has really taken a leap by creating magnet schools and using
vouchers.  So, for example, it has an engineering high school and you
can take your money from your normal HS and use it at the engineering 
HS.

Again, though, the downside to vouchers is that the smart kids leave.
