The ABM treaty is a treaty between Russia and the USA. It does not involve anyone else. Canada, and Britain are just whining on moral grounds, they are not going to be targeted by either Russia or the US. China is currently deploying Ballistic missile technology that they have stolen from the USA with spies. Like they care...
