All I have to say about this ABM and ICBM stuff is that once one country 
launches a nuclear weapon towards another country, it will be all over 
within a couple of hours.  If we did have a defense system and a group of 
ICBMs were on its way to the US, I do not think the US will wait to see if 
all of the missiles will be destroyed by the defense system.  I am sure 
they will get something off the ground just incase.  Besides, it would give 
the other countries an excuse to launch theirs too.

I know it has been 10 years since the Gulf War and technology has improved 
since then, but the Patriot Missile was not all that effective against a SCUD.

I would like to be in Canada to see all the nukes cross each other in the 
sky on a clear summer day... ;)
