I'm referring to the bad schools. I remember reading about entire
schools failing and then after being threatened with closure they
miraculously get better. I think it starts with the principal, if the
entire school has the attitude you get paid no matter what why work
hard?
Weeding out bad teachers in decent schools is a different issue.
