If the charter school students' educational performance is no
different than that of public schools then charter schools do not
work. If when factoring out parental involvement, there is no
difference from public schools, then again they do not work. That is
what the data show. Ergo they do not work. What is most commonly found
for voucher programs is that for the majority of students  no gains
are found when switched to a private school, for those who do show an
increase (mainly african american students) it isn't clear whether its
a function of the school, or simply because the parents become more
involved with the kid's education,

Myself I think the real difference is twofold, private schools can
cherry pick the students, not need to accept poor performers, disabled
students or students for whom english is a second language. Second,
most private schools require more parental involvement. We looked at
this issue in grad school for a course on causal modeling and path
analysis using the full NORC dataset (see http://norc.org).When you
accounted for parental involvement, there were no statistically
significant differences in educational performance, as measured by
standardized tests of educational achievement, between public and
private schools.
