nebulous measures? You mean like the very well validated and reliable standardized educational test measures like what ETS puts out. I don't think you know what you're talking about.
The US doesn't do all that bad internationally. You also need to take into account that in these so-called comparisons, the US includes all kids. Japan and most European countries exclude a lot of students. If their performance was factored in then the US would be seen to be doing a lot better. BTW the tests used in these international comparisons are the results of the so-called nebulous assessments.
