Not sure about the whole voucher system in the states, but up here in
canuck land, independant schools need to follow the standards set by
the provincial gov't to get funding, ie a cahtolic shool can receive
funding for its students if they teach math, science, social studies,
reading and writing as per the provincial curriculum (ie no
intelligent design in a science classroom ;) ), along with their
religious classes.

However, in BC our public schools are in a shambles, Teachers here
just came off a two week illegal strike trying to get better class
size and composition (ie how many ESL and special needs per class) It
is pretty bitter up here (btw my wife is a teacher). basically over
the last four years the Gov't has stripped the teachers contract of
any language (that they gave up $$$ in salary for btw) that pertains
to class size and composition, and piled on a whole bunch of new work
centralizing and standardizing tests (which I agree with for
statistics, although most teachers disagree) So basically they are
doing more work for less money, which does not make for a happy
teacher ( I know! ) and will decrease what the teacher does for their
class both inside and outside class hours.

Enough rambling, my point is that public education up here is in dire
straights up here, and it looks like private education is going to win
out the day (they are scoring the highest on those standardized tests)
for an example you can look at how New Zealand have recently funded
their schools by performance / population in independantly run
schools.
