A chaplain is a minister.  Their whole function in the military is related
to matters of faith and the administration of the church.

A lay reader is a person who can minister but also has another job or
function as well.  As an example, the Native American lay reader was also an
avionics technician.  His primary reason for being on the ship was avionics,
but he also volunteered as the lay reader.
