His reference to Tal Afar is illuminating: basically we have a yearly
sweep of area then it just fills back up again.

What's clear is that the current leadership is unwiling or incapable
of creating a working Iraq occupation strategy.  We need new
leadership both in the Whitehouse and in the Pentagon.

Mr. McCain would make a fine first start.
