Reason in this case is just an extension of culture and morals. We have determined 16-18 for various reasons in various places in the country.
In some states people under 18 can be married so long as the parents of child say it is ok. The state has laws that deal with free will when your free will can affect other members of society, or society in general. There is no difference between the state and the people. We have determined to create these laws to enforce our moral codes. Murder, Rape, Robbery, these are things that were immoral long before they were illegal. Benjamin Franklin?
