Ha, no.  I'd say that there's a consensus that reason says there's a
dividing point.  Obviously a 3 year old is not able to make "adult"
decisions, but a a 30 year old is.  So when is the transition?  To
find that point I don't think you need any cultural perspective, only
reason.

For example, a girl who was married at 12 is perfectly capable of
realizing that that was probably not the best idea even though her
culture permitted it.  Therefore, culture is no requirement or
replacement for reason.
