I never assume that.  Unless I'm in a discussion with someone about the war
and they say "I support the troops"  the only question I then ask is
"Really, how?"

I don't think he's saying that at all. I think what he's saying that, unless
you explicitly state otherwise, everyone assumes that if you're anti-war,
you're anti-troops. For most people, that's not the case. But, everyone
always has to be explicit about it - which gets old.
