Yes, I'm sure Trump was going to do it, but he didn't expect Randal to say 
no, but Randal was ready to say no.  This is what I beleive happened in this 
scenario:

1) Trump was under a lot of pressure to hire a black person as the 
Apprentice
2) Trump wanted to hire both of them
3) Trump and Mark Burnett, knowing that Trump "needed" to hire a black 
person, knew that hiring both simulataneously would cause cries of racism if 
he did not hire Randal alone.
4) Trump and Burnett hatched a plan whereby Randal would be the Apprentice, 
but Randal would be asked if he thought Rebecca should be hired as well, and 
of course, Randal being the "Nice Guy", would go along with this idea and 
everyone wins, with Randal being "The Apprentice" and Rebecca being the 
"Second Apprentice".
5) Randal wanted the spotlight alone, and said so during the final 
boardroom.  However, he never anticipated this scene - he envisoned where 
either he or Rebecca won, or Trump outright hired both.  Therefore, Randal's 
response was already in his head, but it was a response to a different 
question.  I think Randal would have made a different decision had he a 
little while to think it over.  It would have been different because it 
would have made him the nice guy and it would be a smart business move.

Now everybody hates Randal, and loves Rebecca.  Good for her.  Screw Randal.
