There's no doubt that in many cases the US is hypocritical with policy, however I like to think of it this way: Let's say you have twins. Kid1, on her own, got a Red Cross baby sitting certification at 12 and invested her earnings. Kid2 screwed off, spent her time on the phone, and has no savings. At 18 you know that kid1 could really use a car for college but, to be fair, you'd have to buy a car for kid2 who has no plans. Do you deprive kid1 because of kid2's mistakes? I say you do what's best for each kid, not what's fair. For foreign policy that means you have to treat different countries differently because, hey, life ain't fair. The difference in the Chavez case is that you have a small country regressing; Chavez is extolling the virtues of Castro. China is country that is progressing - allowing capitalism to take hold. So do you punish China for it's progress simply to be fair? No, you punish Chavez for his regression and dictatorial inclinations while rewarding China for it's progress.
