It CAN, Gruss, but it doesn't. The UN is so far from being "impartial" that it is pointless as an arbiter. And to be frank, I think the US is one of the worst contributors to this. We base our decisions in the UN solely on our own economic interests. But, is that really surprising? Other nations do the same.
