Anybody who's actions devalue your assets, cut into your profits, or
disrupts your life and/or business.

In the example of the neighborhood, it would be neighbors that don't
keep up their lawn and leave beater cars on blocks in their back yard.
 Potential buyers don't want to see that, so they walk.  Now your
property values fall.

Many neighborhoods have associations with covenants to prevent this
type of thing and thus protect property values.

It does.  The US doesn't want commies in their neighborhood
(hemisphere).  Commies devalue assets and tend to wastefully murder
their citizens.  People are an asset and every capitalist knows that
waste impoverishes us all.

As to the oil, the US is Venezuela's largest customer.  We need them,
they need us.  As long as they're willing to sell it for market prices
there will be no problems.  However it's US companies that were doing
1/3-1/2 of the production.  When a country starts threatening to seize
US property (and also risk our energy supply), then there's going to
problems.
