You just changed the facts to support your fears. The US phones aren't tapped the al Qaeda overseas phones are tapped. If a overseas phone that is tapped call the US they can listen in as long until they decide the US phone is a target of investigation. Then they need a warrant. Why would you say we can't tap phones in the middle east? It's difficult because they tend to use disposables but the listen in to certain areas for key words. Once they have a suspected line they listen in until it's thrown away. If that suspected line calls a US phone many times then they get a warrant and tap that phone. Whenever that phone calls Afghanistan they keep track of the numbers called there and follow the web, which might end up back in the US. Until there are enough calls to a US number to make them a suspect they don't need a warrant. I hope I didn't reveal too much top-secret info, I'm just guessing this is the process.
