This is where the concept of the UN comes in. Notice that I say "concept" because I'm not convinced the UN in it's current form will work. But principle is that get all countries agreeing on what's "good": freedom from tyranny, law and order, etc. Then you show how a particular country is a threat to that good. With a country like Iran who frequently insults and attacks Jews, this is easy. Now when (if) troops show up, they're UN troops and not American or Egyptian. This has worked in the past and can work in the future, and with Iran. With one problem. Civil wars. When it comes to civil wars, nobody can stop them because if the blue helmets oppose one attacking force, they appear to side with the other. And then all hell breaks loose.
