Something really big, like a secret nuclear program, can be very successfully kept secret for years and years. We have more than a few examples of that in recent history- Iran, North Korea, Pakistan, India, Lybia. An insular, secretive country like Syria can hide almost anything. I'm not saying I know what Syria has, I'm saying no one but the Syrians know.
As for "electronic surveillance of law abiding citizens", everyone in Congress who has been briefed on the program, Democrats and Republicans, is strongly in favor of continuing the NSA program, as are a large majority of Americans.
