Have him delete anything not being used and remove crap programs.  Have him
run a couple of spy ware apps like lavasofts ad aware and shit.

The USB thing can be security or device related.

I know that some of you guys are pretty talented in the computer field and
there are a couple of things I could use some advice and help with. First of
all, it appears that the USB ports are disabled on the computer in the
office that some folks use to get their e-mails. I'd like to get that fixed.
Also, the drive on the computer I use is highly fragmented. It's still 21%
fragmented after running the defrag utility. Any advice on cleaning it up
would greatly appreciated.
