My point is that the law almost always LAGS the public's needs AND
that the law is meant TO SERVE the public.  Therefore, if a law isn't
serving the public then the violators of that law are not committing a
crime.

Clearly the public has spoken in this matter: we want people to do low
wage work.  The law simply lags that choice, that's my point.
