"Reasonable" engineering created the problem. The corpse should never have built the levees in that style in the first place. A better style was available, but it cost more.
My point is that there will be severe economic consequences for abandoning Placquemines Parish as it is now. 3 billion is a bargain compared to what it would cost to move the infrastructure and businesses out of the parish and keep the petroleum and seafood industries going and viable.
