You're preaching to the chior.  The only true solution is to restore the 
wetlands to ensure that even a Cat 5 storm surge will be attenuated 
sufficiantly to not pose a threat.  

However, the people need 100 year storm protection for mainly morale reasons.  
The rest of what you suggest is happening.  But if there is no 100 year 
protection, there will be no people to work or live there.  Thus the higher gas 
prices, etc.  People want to move back and rebuild.  Most are there and doing 
what you suggest voluntarily, at thier own expense in some cases.  But to get 
them to feel safe, 100 year protection needs to be restored.  3 billion is a 
drop in the bucket compared to what is required, but it is a needed start.  

You don't live here, so I don't expect you to understand the morale social 
issues involved here.  The people of lower Plaqemines Parish have thier souls 
tied to the area.  Most would rather die than live and work anywhere else.
