Hell, I'm from New England. We have that sort of diehard local in every field and behind every granite rock wall. I myself would move back to the small town I grew up in in a second if I didn't like my current job so much and if there was work there. The best I can do is spend the weekends down there, until I retire.
The morale of 25,000 people isn't (to me) worth 3 billion dollars. I am not even sure it is worth $1 of federal money. Money for practical purposes is another story. There should always be a benefit for the government to spend money. If it was just about making people feel good, I would say don't spend the money. As for people to work in the area, Bush has that problem solved. He has willing workers literally pouring over the border. (BTW, the books finally went out Saturday via USPS.
