But three BILLION will not solve the problem. It will just restore the
system to what it was before, is my understanding. To FIX the problem
by strengthening those levees they are estimating more like 10-12
billion. And, as we know with any large government engineering
contract, the actual costs will be double, triple or more the original
estimate. If it works at all.

what if we instead take :
100 million dollars to protect each refinery by itself.
50 million dollars to protect each major port.
Change zoning laws to require all buildings to be above flood levels.
provide loans and assitance to get existing buildings up to code.
Provide loans and assitance to install removable docks that can be
pulled or can ride out a Cat 5 hurricane.

Would that instead make more sense? Would the money be better spent?
What is the benefit of protecting the entire acreage as opposed to the
important stuff (from a national perspective).

I am not saying we shouldn't spend money. I am saying that we
shouldn't spend money unless we absolutely need to, have assured
ourselves it is the right amount to do the job right, and that it is
the right approach to take. And we need to prioritize nationally,
since there is a fixed pool of money (even with the Bush
administration belief in endless free money) that needs to cover
everything the country needs to do. Realism is a valuable trait.
