I'm all for leaning on the Mexican government HARD to fix their problems. Ultimately the only solution to the problem of millions upon millions of people wanting to leave their home countries and come to the U.S. is for there to be economic progress in their home countries that gives people opportunities there. The problems are structural in nature- socialist economic policies, massive corruption at every level of government. No wonder people want to leave.
