Your analysis is wrong because the reward is working for money, not citizenship. Getting caught is practically meaningless - who the hell cares? Think about it for just a second: you've got no job, no money, no property, no future. So you go to America. What's the worst that can happen? You get caught and sent back to exactly where you are now. Going to America is only up and even if you work for one day your better off. Now, let's say there's an amnesty, how does that change things? It doesn't.
