Well, the costs would not be horribly high, I think. We should be able to use training areas for the National Guard. If they can't handle the volume, they sould be upgraded anyway (what if we needed them for real?) The costs of food would by fairly low. Think basic training food. The costs of housing would also be low (very crude barracks would be my feeling, built on the Guard Training grounds, which they could also use at times). The 10 days off would be handled like jury duty or family leave, costs born by the employers and partially offset. The main costs as I see it are instructors, and it might just be good training for our servicemen and woman. Look how many people we need right now in Bosnia, Iraq and elsewhere helping to train their people. We could sure use some more experts. MPs would also be needed to keep order, since civilians are notoriously ill-behaved and grumpy.
