I agree with making civil, but not domestic, options available.

I say non-domestic because you could do a job for the state department at an
embassy, or with say USAID in a foreign country.

Actually he more I think of it the more I like the idea.  There are a ton of
foreign nationals working in embassies around the world.  With conscription
we could about do away with that.

Then don't require that service to be military. Allow for conscription to
include domestic, non-military public works.

Also people don't choose where they're born, and by the time they've
graduated high-school you can't say they've had any choice about the matter
yet. So to require military conscription at the end of high-school, you may
as well just strap the helmet on in the delivery room.
