I agree with making civil, but not domestic, options available. I say non-domestic because you could do a job for the state department at an embassy, or with say USAID in a foreign country.
Actually he more I think of it the more I like the idea. There are a ton of foreign nationals working in embassies around the world. Also people don't choose where they're born, and by the time they've graduated high-school you can't say they've had any choice about the matter yet.
