Nick, the students are welcome to meet informally on school grounds, without asking the permission of the school. Students do it all the time after school. By asking the school if they can have a group meeting, they make the school attached to the content of the group - a teacher who is coaching the basketball team is still working for the school A teacher who runs the art club is still working for the school. A teacher who is supervising a religious group is still working for the school.
