They're concerned with the possible liability over tacit endorsements of you or 
your work.  If they hire you and then claim that they were damaged because of 
hiring you, and they further claim that the deciding factor was the collection 
of endorsements from employees of your company, they'll most likely come after 
your company in court.

I'm surprised they let employees claim negatives, like threats or theft, 
instead of referring them to HR.

I guess you could have them ask HR specific questions that don't endorse yet 
confirm what you did, like if your SNMP work was deficient.  As long as it 
wasn't documented deficient in your employment record then HR should have no 
problem confirming.

What a world, eh?
