much as I dislike the Canadian system it's not realy surprising. If you apply 
primary care to a group as a whole that group will he healthier than a group 
which does not receive good primry care, even if the second group has more 
advanced treatments available to it when it does get sick.

To say it more simply - common chronic illnesses are more likely to be caught 
early in Canada. Uncommon conditions have more options in the US. However, if 
you are considering groups as a whole, the group that is getting better primary 
care will be healthier.
