Because these are not military tasks. They are just being done by the
military because they have guns and lots and lots of people.

I think most people think the military missions have been accomplished
as well as they possibly could. But the overall mission (WMD? Bin
Laden? Nationbuilding?) has not been successful to date. I don;t know
anyone who thinks this is the fault of the soldiers on the ground.

Here is my take:

In matters military, we have done a bang up job. Top marks all around.
In matters of prisons, we screwed up when the guards stopped guarding,
and started to work for the intelligence services (without adequate
training or adult supervision)
In matters of policing, we are not doing a good job. Too few people,
not enough training in doing something other than taking down targets.
In matters of rebuilding, we are doing a heck of a job at the
individual unit level. They are building and fixing everything they
are pointed at. The problem is in leadership. Too few supplies, too
little money, often the wrong project, and many of the projects get
blown up soon after completion.
In matters of intelligence, we are not doing well at all.
In matters of overall direction and leadership, we are not doing well at all.
