Well, it depends, If no order was given to attack then he would only be responsible is he didn't try to stop it.
I am not knowledgeable of the even either, but in general the responsibility goes up the chain of command so long as the person knew. If I order a company to attack a civilian village, then I am guilty of war crimes, members of my group may also be guilty, if they know they are attacking a civilian target, and do not at least protest, then they bear some responsibility. If the group is not part of my army then there isn't anything I can do.
