Yep, for most people. other drivers are the problem. For some people, especially ones with racing bikes that could run a moto-gp race today, they are the problem.
Without a helmet, you don't need to worry about the neck. With a helmet and decent jacket (and riding pants and boots and lay-down pegs on the bike), you stand a good chance of limping away. As my brother in law said last weekend - make sure the bike is sliding in front of you.
