That's pretty messed up. I would definitely write a letter, all they have done is discourage you from doing this again next year. If they don't want to tourists then I think they should have the owners of the rental shops give you a page with what you can and can't do on a canoe. If you then decide to bring alcohol then by all means get a ticket. I hate cops that enforce on the people who are not habitual offenders. Like cops that sit at speed traps waiting to catch some people going over the speed limit, but when there is a driver going 100 on the freeway, there isn't a cop in site. The lawyer guy should definitely challenge his ticket.
