what's a livery? 

I don't think a complaint to ODNR will get far. The local Chamber of Commerce 
is a better bet. Put up a nice website about this experience ;) Get it to come 
up in Google ;)Or you could try a polite phone to ODNR to the effect that you 
were new to the area and had no idea, and this is totally ruining your 
impression of the place. I wouldn't hold my breath though.
