The worked for one reason: the people that were bombed lost faith and
support in their government.  In this case we're not fighting a
government, we're fighting a small group of terrorists that wants to
become a large group of terrorists.

Their plan to do this is to exploit the situation using their ultimate
weapon, hate.

There is no broader conflict, there's just some terrorists that very
good at PR and, therefore, recruiting.  Taking their bait and
attacking is exactly what they want.
