It doesn't matter to them either way. If a terrorist is hiding in a group of women it's fair game to drop a bomb on them.
If there is a UN observation post near to a suspected terrorist emplacement then the UN outpost is in a bad place and tough if it gets hit. And of course it will get hit, because we're not dealing with pin - point accurate cruise missile here. That's what analysis of Israel's attacks have shown thus far. It doesn't matter who's nearby, they could care less. If the *think* that there is a strategic target they are going to hit it, and to hell with the civilian or infrastructural consequences to Lebanon.
