Of course the answer is that you must convince the crowd it needs to
take action if they are harboring a murderer.  This was the law of the
Old West: wanted dead or alive.

Which brings us back to why Israel is doing this wrong.  They're
haven't invested any time in trying to make this case before shooting,
they're shooting first and asking questions later.

This puts the momentum in the murder's hands because they can point to
Israel's emotional reaction of lashing out and confuse the issue as to
who's the real murderer and who isn't.
