I don't think "we" used terror to start the country (assuming you are
talking about the Revolutionary War). Gueriila tactics, yes. Armed
insurrection, tes. Terrorism, not that much. There was some
threatening of civilians done by both sides, but not violence against
civilians or those with voting power to change the political landscape
or just to scare people. French and Indian War, though, is a different
story.

As for the Indian massacres and small pox blankets, that was clearly
not terrorism (as they did not want the populace to know it was
happening, and would have preferred no survivors). That was simply
genocide on a grand scale.
