False argument alert!!!
He says specifically coalition partners. This means those who have joined 
into a group to perform a task. This does not mean those who are not part of 
the group. Because the first "all nations" is part of the first paragraph 
referring to coalition partners, it can be inferred that he means them based 
on context. On the other hand, the second quote can be taken both ways as it 
is still part of the speech about coalition partners. If taken apart from 
the coalition partner context, then yes he's referring to everyone but look 
at what he's saying for us or against us about: terror. Not for us or for 
Iran. Not for us or for Quebec. For us or against us in the fight against 
people targeting innocents for ideological reasons. I agree.
You are either against terror, for terror or silent in the face of it which 
gives it the room and fear to grow. Was Germany for terror? No. Was it 
silent to a large degree? Yes. Was there just a case where they stopped a 
bombing? (by accident, not by intelligence) Yes Is silence in the face of 
terror support? You tell me. I can say lots of things and if no one says 
anything in opposition....
