You must've missed step 1: get rid of the morons otherwise known as the Bush and his policy team. That alone would bump our metrics. But there was also step 2: put together a team of top Middle East experts. I'm not sure who that would be as I only know of a few analysts but Thomas Friedman and Fahreed Zarcaria seem to have lots of good ideas. Then there's that Palestinian lady I always see. I dunno, but I'm sure someone does. Once you have good people challenge them to come up with small achievable goals, be nimble, admit failures and change course, etc. But first you need good people.
