I know what I'd do: I'd start by putting together a Middle East policy team made up from the best experts in the US, and I'd even extend that to the planet except give them less access. Then I'd set reasonable goals with short time scales that would be quickly achievable. Then I'd measure progress and make tweaks if I wasn't succeeding. Then I'd celebrate success. The Bush policy is to make up a bunch of shit that sounds good to pollsters and then plow forward regardless of data coming in. When you fail, make up emotional reasons to convince people to stick with you. Then when things really crater say that you didn't know all of the facts because you counted on underlings to do that stuff ... wait ... that's ENRON.
