In all fairness, it's because he feels he has a better way - only his way isn't working. So he continues making the same emotional arguments in a bid for more time because he thinks *eventually* it'll work. The question for the US voter is when do you lose confidence? For some of us it was shortly after the invasion of Iraq. For others it seems to be taking a ridiculously long time. I think that's because Bush has turned from management best practices to an ideology. That's unexpected from the MBA president, but that's the scoop. So, is he a moron? Sure if you judge him by his metrics.
