Bush didn't go around bashing internal combustion engines and cigarettes for his first run. That alienated Gore from a lot of people. Plus, Gore was associated with Clinton who didn't exactly have a squeaky clean image. The second run had him facing an opponent who lived off of his wife's money and made the mistake of saying "I voted for it before I voted against it."
