Doesn't this look like a threat?

The Communications Act of 1934 provides your network with a free broadcast 
license predicated on the fundamental understanding of your principle 
obligation to act as a trustee of the public airwaves in serving the public 
interest.

Plus, Bill Clinton called them personally and told them to change it or not 
show it.

No it doesn't look like a threat to me.  Where does it say that legal or 
legislative action can or will be applied?  It is probably a heavy handed 
statement, but that is all I see.

So, Billy called?  Did he threaten them with a lawsuit, a boycott, a new law?  
Or did he just express his opinion that they are free to act on or ignore as 
the please?
