I think they are really, truly, brutal religious fanatics that would use them
if they had them on major western cities, kill 100's of millions, and then
celebrate in the streets and could sleep well at night with no remorse or
second thought on the matter.
Just my 2 cents.

I think Iran makes these statements to stir up regional support for a
nuke for them which they really want to use to leverage the US and the
west out of the region.
