This is a non-issue. Thanks to the Manhattan Project, all it takes is a college nuclear physics text and some engineering expertise to design a simple nuclear device like Little Boy. To make an implosion device like Fat Man just add a person with explosives expertise.
When I was in college I made a presentation on building a gun style device that got me some interesting visits and made my Tech Writing prof piddle in his socialist pants (he was a card carrying socialist). I was able to prove that I put it all together from non-classified sources, like a physics text, etc. Apparently my design was pretty much doable. All I needed was an Mechanical Engineer, the tools and the materials.
